This sent me on a rabbit-hole that is now at creating a SCOTUS

Amicus as 'The Public being served'. Its members live in jurisdictions whose fire, police, and

emergency-medical services are funded by their taxes and answerable, in the end, to no

one else. Amicus submits this brief because the interest its members hold — in being

rescued by responders selected for demonstrated capacity to rescue them — is not

represented by any party to this case. Standing doctrine properly bars them as

plaintiffs: their injury accrues only on the night the standard fails. Rule 37 exists

for precisely this situation.
